New decree and phase 2: this is what has really changed

On the evening of Sunday 26 April, Prime Minister Giuseppe Conte held a new conference, in which the stages with which we will move towards phase 2, that of "living together" with the virus, were illustrated. The new measures introduced by the decree will be valid from 4 to 17 May. Conte assured that the situation will be monitored region by region. Therefore, although some restrictions have been removed or maintained in a "light" version, the President's message is clear: if the infections were to grow significantly - and dramatically - it could regress back to phase 1, thus having to comply with new forced containment measures. . But let's see what has really changed.

Transfers and visits to relatives

In phase 2, therefore starting from 4 May, exits will be allowed, as long as they are within the borders of their region, to visit relatives, respecting the safety distance and always wearing anti-contagion devices. Prohibited absolutely family reunions as well as private parties. As noted above, it will not be possible to leave your region unless there are proven work, health or urgent needs, to be specified in the self-certification.

Who are the relatives?

By relatives we mean relatives such as parents, children, grandparents, uncles and nephews, all resident in the same region. But the news arrives from Palazzo Chigi that the concept of relatives is also extended to companions or boyfriends.

Moving from the current region: who can do it?

As well as for reasons of work, health or urgency, as explained above, those who have their residence in an "other region of Italy" may leave the regional borders. Therefore, all people who have remained in another region for study or work reasons are allowed to return home. This possibility has also been extended to Italians abroad. However, once they reach their home, they will have to stay in solitary confinement for 14 days.

Parks, villas and places in the public domain

From 4 May parks and villas will be reopened, but the final decision will be up to the mayors. The latter, in fact, will establish the conditions for such openings, imposing, for example, quota entrances to avoid the risk of gatherings, or limiting or even denying access to those public places where it is complicated, if not impossible, to respect the rules of social distancing. Furthermore, the absolute ban on leaving the house for all those presenting symptoms of respiratory infections or fever above 37.5 ° C. In these cases, it will be advisable to contact your family doctor immediately.

Physical activity and sport

Good news for sportsmen. From May 4th it will be possible to return to physical activity, individually and in compliance with the rules of social distancing. It will be necessary to keep 2 meters away if you go for a run, while for normal walks it will be enough 1. Professional and non-professional athletes, whose discipline, however, is recognized by CONI, will be able to train again, but only if it is of individual activities, respecting distances and always behind closed doors. For those who, on the other hand, play team sports, everything is postponed to May 18th. The changing rooms remain strictly off-limits.

Funeral

In phase 2 it will also be possible to return to celebrate the funeral. Even in this case, however, there are stakes. In fact, up to a maximum of 15 people can take part in the religious function, which should preferably take place outdoors, all among close relatives of the deceased. The latter will be required to wear masks and stay at a distance from each other, avoiding close contact.

Catering: what has changed?

As for catering, take-away will be allowed from 4 May. Therefore, with the necessary precautions and distances, it will be possible to place an order and go and collect it in person. Also in this case, to avoid crowds, only one customer will enter at a time and it will be strictly forbidden consume food on the spot.

Who will be able to return to work from May 4th?

From 4 May someone will be able to return to work. Specifically, the manufacturing sector, construction and the wholesale sector of products intended, in fact, for manufacturing and construction. Employers will have to adapt to new regulations and put workplaces in order to protect their employees and ensure that the business runs safely, avoiding the risk of new infections.

And the other activities?

The destinies of all other activities depend, however, on the progress of these two weeks. If Phase 2 works as hoped from May 4 to May 17, retail stores, museums, exhibitions and libraries will be able to reopen on May 18.

Restaurants, bars, hairdressers, barbers and beauty centers will have to wait until June 1.

The use of masks

From 4 May, the use of masks will be mandatory in public places as well as on means of transport. However, it will not be necessary for children under the age of 6 and for those suffering from forms of disabilities that prevent them from using this protective device continuously.
